when I got my H5, I used it during summer time and had a runtime of slightly above 5 hours. But it is normal that the runtimes decreases at low temperatures, because the chemical processes within the battery are running slower than at high temperatur. This causes the battery voltage to drop earlier under load. The optimal temperature for a Li-Ion battery is around 30 degrees.
Based on my experience with drones, which have the same problem in cold weather, I would say that a runtime reduction of 40% at 3 degrees is quite normal.
